You can reorder the Filter Groups in Smart Content Filter. This can be done easily by just dragging the desired Filter Group above or below according to your needs.

To reorder Filter Groups, simply drag the Filter Group and move it above or below the other Filter Groups.

To reorder Filters, move your cursor to the extreme left of the Filter title and you will notice that the cursor changes. Then, you can move the Filter and arrange it according to your needs.
